Frederick served in World War I in the U.S. Navy. In 1931 Lieutenant Frederick Apgar was employed as a security guard at the Hartford County State Jail, in Connecticut. He remained there, becoming desk lieutenant, for thirty-one years. Not a single prisoner escaped during his tenure in office.
